2023 marks the 10th anniversary of the "Belt and Road" initiative. To further promote international medical and health cooperation under the Belt and Road Initiative, the "Belt and Road China-Tajikistan Friendship Hospital Specialty Cooperation Aid Construction Communication and Discussion Meeting" was successfully held on September 23. The event was hosted by the Shaanxi International Medical Exchange Promotion Association at the Medical School of Northwest University.

Wang, Meng, Secretary-General of the Shanghai Cooperation Organization Hospital Cooperation Alliance, Zhang, Wenhua, Director of the International Cooperation Division of the Shaanxi Provincial Department of Science and Technology, Feng, Juanxia, Deputy Director of the Shaanxi Science and Technology Exchange Center, Jiao, Fuyong and Xu, Haibin, Vice Presidents of the Shaanxi International Medical Exchange Promotion Association, Zhao, Gang, Dean of the Medical School of Northwest University, Vice Dean Li, Fangmin, Huang, Ruizhe, Vice Dean of the Stomatology Hospital of Xi'an Jiaotong University, Dong, Sheng, Vice Dean of the First Affiliated Hospital of Shaanxi University of Chinese Medicine, Song, Yanbin, Vice Dean of the Affiliated Hospital of Yan'an University, and responsible persons from relevant specialties of the First Affiliated Hospital of Xi'an Jiaotong University, the Second Affiliated Hospital of Shaanxi University of Chinese Medicine, and Xi'an Red Cross Hospital attended the meeting. Wang, Ning, Vice President and General Secretary of the Shaanxi Provincial Medical Promotion Association, chaired the meeting.

Zhao, Gang, the Dean of the Medical School of Northwest University, delivered a speech. Dean Zhao first expressed gratitude for the support provided by the Shanghai Cooperation Organization Hospital Cooperation Alliance to Shaanxi in the field of international medical exchange. He stated that Northwest University actively serves the "Belt and Road" initiative, making unique contributions to deepening mutually beneficial cooperation and seeking prosperity between China and countries along the Silk Road. The university leverages two high-level research platforms: the "Silk Road Archaeological Cooperation Research Center" and the "China-Central Asia Human and Environment 'Belt and Road' Joint Laboratory" to deepen exchange and cooperation. This effort contributes to the advancement of Silk Road archaeology and the protection of cultural heritage with the "strength of Northwest University." Dean Zhao hoped that this meeting would serve as an opportunity to utilize the advantages of Northwest University's Medical School in biomedicine, clinical medicine, and basic medicine. By coordinating planning and standardizing cooperation, they aim to explore new models and methods of medical cooperation and exchange with Central Asia, making a due contribution to the construction of the "Belt and Road China-Tajikistan Friendship Hospital" specialty.

General Secretary Wang, Ning reported on the work of the Shaanxi Provincial Medical Exchange Promotion Association in the areas of academic exchange, international medical cooperation, and scientific research collaboration. He expressed the hope to leverage the China-Central Asia Summit as an opportunity to utilize the association's strengths and characteristics in international exchange to promote deep cooperation with Central Asian countries in clinical medicine, scientific research cooperation, and the dissemination of Traditional Chinese Medicine culture. Particularly, he looked forward to participating in the construction of the "Belt and Road China-Tajikistan Friendship Hospital" specialty. Wang, Ning thanked the Shanghai Cooperation Organization Hospital Cooperation Alliance for recognizing the work of the Medical Promotion Association. Under the leadership of the Shaanxi Provincial Health Commission, the Science and Technology Department, and the Civil Affairs Department, the association will continue to uphold its excellent traditions, earnestly implement the health work policies of the new era, firmly grasp the theme of building a healthy Shaanxi, and strive to follow the development laws of social organizations to contribute to the construction of a healthy Shaanxi.

General Secretary Wang, Meng initially outlined the overall situation of the Shanghai Cooperation Organization Hospital Cooperation Alliance and the current status of the specialty cooperation platform construction. He provided a detailed interpretation of the background for the aid construction of the "Belt and Road China-Tajikistan Friendship Hospital," the existing medical conditions in Tajikistan, preliminary preparations, core tasks, planning for specialty cooperation aid construction in Shaanxi Province, and the selection of cooperating units. He highlighted the significant meaning of undertaking the first specialty aid construction for the "Belt and Road China-Tajikistan Friendship Hospital" in Tajikistan. This initiative is a profound implementation of President Xi, Jinping's important directives in the report of the 20th National Congress, continuing to practice the great concept of a "community with a shared future for mankind" and the major initiative of jointly building the "Belt and Road." It aims firstly to explore a successful path for Central Asian health cooperation on behalf of the National Health Commission and establish a successful model; secondly, to explore a new model for the country to advance international medical cooperation with Central Asia; and thirdly, to practice the national strategy, making an innovative contribution to the heart-to-heart connection within the SCO framework.

The Chinese Hospital Association, entrusted by the National Health Commission, will hold the "2023 Belt and Road International Medical Cooperation Promotion Conference and the 5th Shanghai Cooperation Organization Hospital Cooperation Forum" in Guangzhou from November 24th to 26th. Leaders from the National Health Commission and health ministers from Central Asian countries will attend the conference and jointly witness the "Belt and Road China-Tajikistan Friendship Hospital Specialty Cooperation Signing Ceremony." The Silk Road Health Path starts from Xi'an, with Urumqi as a node and Central Asian countries as stations. As a leading medical resource province in the western region, Shaanxi hopes to lead this specialty cooperation initiative under the guidance and support of relevant departments, setting a precedent for western provinces. This initiative aims to continue promoting high-quality construction of the "Belt and Road," consolidate the foundation of medical cooperation with countries along the route, and work hand in hand with medical and health institutions from various countries to enhance the health level of people worldwide, contributing Shaanxi's strength and China's power to the global health cause.

Participants engaged in in-depth exchanges and discussions on the specialty cooperation aid construction plan and offered targeted suggestions and feedback. They unanimously expressed their willingness to actively participate in and support the "Belt and Road China-Tajikistan Friendship Hospital" specialty cooperation aid construction efforts. The goal is to implement hospital cooperation among SCO member countries under the principles of "consultation, construction, and shared benefits," to pragmatically and effectively advance international medical cooperation. During the meeting, the Shanghai Cooperation Organization Hospital Cooperation Alliance also awarded the Shaanxi International Medical Exchange Promotion Association the title of "Shanghai Cooperation Organization Hospital Cooperation Alliance Shaanxi Provincial Working Department," further solidifying the framework for collaborative efforts in the region.
