On October 28, 2023, the establishment conference and the first academic meeting of the Medical Insurance Professional Committee of the Shaanxi International Medical Exchange Promotion Association, hosted by the association and organized by the Air Force Medical University Tangdu Hospital, were successfully held in Xi'an. The conference was attended by Chen, Zhao, President of the Shaanxi Association; Lu, Yang, Deputy Director of Tangdu Hospital; Jiao, Jianjun, a researcher at the National Health Commission's Hospital Management Institute; Wei, Sisi, a member of the Hospital Economy Committee of the Chinese Hospital Association; and experts from over a hundred medical institutions across the province, including Tangdu Hospital, Xijing Hospital, the First and Second Affiliated Hospitals of Xi'an Jiaotong University, Shaanxi Provincial People's Hospital, Xi'an Red Cross Hospital, the Affiliated Hospital of Shaanxi University of Chinese Medicine, Xi'an Medical College Affiliated Hospital, Weinan Central Hospital, Xianyang Central Hospital, Yan'an Central Hospital, and others. The conference was chaired by Wang, Ning, Vice President and Secretary-General of the Shaanxi Association.

Following the reading of the approval document for the establishment of the committee by Hou, Xi, Director of the Academic Department of the Shaanxi Association, the first executive committee was elected through an offline voting system. This committee consists of one Director, thirteen Deputy Directors, twenty-nine Executive Members, one Secretary-General, and two Deputy Secretary-Generals. Director of the Medical Insurance and Billing Office at Tangdu Hospital, Xue, Feng, was elected as the Director of the committee.

In his statement, Xue, Feng expressed the honor and responsibility of serving as the first Director of the Medical Insurance Professional Committee of the Shaanxi Association. He outlined the committee's future focus: initiating academic exchange activities, case discussions, and policy analysis to continue the tradition of mentorship; enhancing communication and cooperation among all members with an open and collaborative approach; and fully utilizing the platform for mutual learning and advantage complementation, keeping pace with disciplinary developments and fostering innovation.

This initiative signifies a significant step forward in promoting medical insurance integration and cooperation within the healthcare system in Shaanxi Province, aiming to improve healthcare access, quality, and sustainability through collective effort and shared expertise.

Chen, Zhao, President of the Shaanxi Association, emphasized the importance of adhering to medical insurance regulations and healthcare reform policies, utilizing the committee's platform for information sharing, experience exchange, and policy advocacy, integrating national medical insurance regulations and practices to address real-world challenges, and strengthening the committee's team construction in compliance with the requirements of the Provincial Health Commission and the Provincial Civil Affairs Department.

Following the establishment conference, experts such as Jiao, Jianjun, a researcher at the National Health Commission's Hospital Management Research Institute, and Wei Sisi, a member of the Hospital Economy Committee of the Chinese Hospital Association, delivered lectures on medical insurance settlement list reporting and the implementation of DRG (Diagnosis Related Groups).

A lively discussion on medical insurance fund supervision under new circumstances was conducted by directors and representatives from various hospitals across the province, including Xijing Hospital, the First Affiliated Hospital of Xi'an Jiaotong University, Xi'an Red Cross Hospital, the Affiliated Hospital of Shaanxi University of Chinese Medicine, the Second Affiliated Hospital of Xi'an Medical College, Weinan Central Hospital, Shangluo Central Hospital, and Tongchuan Mining Bureau Central Hospital.

In conclusion, Xue, Feng, Director of the Medical Insurance and Billing Office at Tangdu Hospital and Director of the Medical Insurance Professional Committee, summarized the conference.
